OSWEGO -- NPR affiliate WRVO has a new Director of News and Public Affairs. The station says Catherine J. Loper has been appointed to the post, which had been vacant since Dave Bullard exited the station last fall. Loper brings 20 years of broadcast journalism experience to the table.
