New York State Attorney General Andrew Cuomo has informed Arbitron his office intends to sue the ratings company over plans to deploy the Portable People Meter (PPM) in New York City over alleged "unlawful and deceptive acts and practices."
Cuomo started an investigation into the PPM nearly a month ago... after some critics said the PPM puts minority-targeting stations at a disadvantage. Arbitron claims the methodology used to select PPM users is no different than the way it recruits diarykeepers -- and it contends the PPM records listening more accurately than the memory-reliant diary method.
